To the Liberian National Legislature – that June 3oth ‘National Day of Prayer’ was Unconstitutional, Unlawful and Wasteful

He simply summoned his Ministry of Foreign Affairs officials to write up a presidential proclamation. He didn’t’ see the need to seek legislative approval.
